This can be down with a stiff stick, or by spinning the motor from beneath the garbage disposal with an allen wrench.

It also helps to push the food scraps into the blades so that they can be processed more quickly and thoroughly. And the water is important because it makes it less likely that bits of food waste will get stuck in your garbage disposal and begin to smell.
